Almost every wasted trip comes down to one missing document. Find your situation below and you will know exactly what to put in the envelope before you leave the house.
Which one are you?

Permits and out-of-state license transfers
Walk in any time. These visits take longer, so allow extra time.
One proof of identity
Must be an original or a certified copy. Notarized copies are not accepted.

- Permanent Resident Card (I-551)
- Certificate of Naturalization or Citizenship
- Employment Authorization Document (I-766)
- Foreign passport with a valid U.S. visa and I-94
- BIA or Tribal ID card
- VA ID card

- For a renewal: a valid Oklahoma license or ID that has not been expired more than three years, or a valid, unexpired out-of-state license or ID
Your Social Security number
You do not need to bring your Social Security card. You just need to know your number.
Proof of Oklahoma residency
Real ID needs two. A standard license needs one. Each must show your name and current Oklahoma address, and must be recent enough for its type.

Vehicle bought from a private seller

Oklahoma needs the actual title, properly assigned and notarized, or an electronic bill of sale if the title is electronic. A sales contract or an uncertified photocopy is not enough: without the real title you would need a court order to transfer ownership.
- The Oklahoma title, signed over to you by the seller and notarized
- If the Oklahoma title is an electronic title, an electronic bill of sale (Form 718, Bill of Sale of an Electronic Title) is required
- A bill of sale or Form 722-1, Declaration of Vehicle Purchase Price
- Form 729, odometer disclosure, for 2011 and newer vehicles
- Proof of current Oklahoma liability insurance
- Your driver license
- A lien release, if the title shows a lien
Pre-register within 2 business days
Pre-registration must be done within 2 business days of the date of sale, in person at a Service Oklahoma location or online. ATVs, boats, and trailers are exempt.

Taxes, title, and registration are due within 60 days of the date of sale. Starting on the 60th day after the notary date on your title, penalties are charged, and no tag agency can waive them.
Moving to Oklahoma with a vehicle

The vehicle does not have to be here for us to start your title transfer, but Oklahoma cannot issue the title until the vehicle passes a VIN inspection. Bring it by and we will inspect it on site.

Two things worth knowing
You can choose a one-year or two-year registration. Not receiving a renewal notice does not extend your deadline: Renewal penalties start 1 month from date of expiration. To ensure you receive reminder notifications, please keep your mailing address and/or email up to date.

The exemption is narrower than most people expect
Excise tax is fully waived only between husband and wife, parent or step-parent and child or step-child, or between a person and their own revocable trust. It does not cover in-laws, and it does not cover grandparents to grandchildren. It also only applies if nothing of value changed hands. Regular title, transfer, and registration fees still apply.
Inherited vehicle or transfer on death

Which documents you need depends on whether a beneficiary was named in advance, whether there is a will, or neither. A short phone call means one trip instead of two. Excise tax is exempt on an inherited vehicle in all three cases.
If a beneficiary was named in advance
- Form 771, Transfer on Death Notice
- A copy of the death certificate
- The title
If there is a will
- Form 405, Small Estate Affidavit
- A copy of the death certificate
- A copy of the will naming you as the beneficiary of that vehicle
If there is no will
- Form 798, No Administrator Affidavit

Lost or damaged title

It comes by mail
Duplicate titles are mailed and cannot be picked up in person, so allow time for it to arrive. If there is an active lien against the vehicle, the title will be issued to the lien holder.
What it costs
Every fee on this page is set by the State of Oklahoma and is identical at every tag agency in the state. We cannot charge more, and we cannot charge less. What differs between agencies is the hours, the wait, and whether you get it right the first time.
Vehicle Tax Rate: Excise tax: 3.25% | Sales tax: 1.25%
New and used vehicles are taxed at 4.5% of the vehicle's purchase price. As of July 1, 2026 the taxable value is the actual sales price rather than a book value, so the price you actually paid is what matters. We will give you the exact figure at the counter.
- Inherited vehicles are exempt
- Transfers under a divorce decree are exempt
- Transfers between spouses, or parent and child, with nothing of value exchanged, are exempt

Registration
The tier depends on how many times the vehicle has been registered, not on its model year. An older vehicle new to Oklahoma does not automatically start in the lowest tier.

Driver license and ID
A Real ID costs the same as a standard credential. The difference is the documents you bring, not the price.

If you are late
These are set by state law and no tag agency can waive them, which is worth knowing before you ask. Coming in within 60 days of buying a vehicle avoids them.

Late registration
Starting with the first day of the month after your 1 month grace period, penalty is assessed at the rate of $1.00 per day up to a maximum of $100.00 for 100 days of penalty.
Vehicle transfers
Starting with the sixtieth (60th) day after the notary date on your title, penalty is assessed as follows:
- New vehicle
- Penalty is assessed at the rate of $1.00 per day on the excise tax with a maximum of matching the excise tax itself. Penalty is assessed on sales tax at the statutory rate. Penalty is assessed on the tag at the rate of $1.00 per day up to a maximum of $100.00 for 100 days of penalty.
- Used vehicle
- Penalty is assessed at the rate of $1.00 per day on the excise tax with a maximum of matching the excise tax itself. Penalty is assessed on sales tax at the statutory rate. A second penalty on transfer of registration is assessed at the rate of $1.00 per day with a maximum of $100.00 for 100 days of penalty.
How to pay
Card payments carry a processing surcharge that gets passed straight through. It is not ours and we cannot waive it, so a check or cash avoids it.
